Land Engineering And Development (LEAD) is a regional engineering and development consulting firm in Fayetteville, Georgia.
LEAD provides the highest level of civil engineering and development consulting services to our clients while meeting deadlines and adhering to project budgets. Our staff has the professional knowledge and experience to enable us to work with our clients from project conception through design and construction. LEAD has a large depth of experience working for a wide range of clientele, from the local governments to foreign companies, from the local doctor adding a satellite office to national companies doing regional multi site expansions, from plan review for local municipalities to federal contracts with U.S. Fish & Wildlife Services and U.S. Army Corps of Engineers.
LEAD has amassed a successful track record of working toward positive outcomes for clients as well as the local community. Land Engineering And Development is a d/b/a of Dorado Ventures, Inc, a Georgia corporation. LEAD has licensed engineers in Georgia, Alabama, Tennessee and South Carolina, and qualifies as a Small Business under the current Small Business Administration standard.

MARTIN MCELHENNY, P.E.
Senior Engineer

Martin has been a licensed engineer since 1978. Martin has over 42 years of experience in civil, structural and sanitary engineering. As Manager of the Civil Engineering Department for a large multi-disciplined engineering consulting firm, Martin, through his staff of civil engineers,
provided municipal engineering consulting and representation to 37 different
municipal entities.
Through his years of experience as owner of McElhenny Engineering, Inc.,
Martin has provided civil, structural and sanitary engineering design and
construction management services to residential, commercial and industrial
clients.
Martin has also served as Vice President of a municipal sewerage authority.

BRENT
MOYE, P.E.
President / Owner

Brent has been a Licensed Civil Engineer in the State of Georgia since 1999, and is a Level II Erosion Prevention & Sediment Control Certified Design Professional in Georgia and Tennessee. Brent has more than 27 years of experience in the civil engineering field working on residential, commercial, and industrial projects. Brent is the owner of LEAD which was established as a civil engineering and development services firm in January 2004. The range of his experience includes planning, engineering, project management, and construction services for small single structure sites, large tract single and multi-family developments, large mixed use developments, water & sewer infrastructure projects, multi-site retail store expansion projects, and local and regional planning projects throughout the Southeast. Through his years of experience in development negotiations, Brent is able to provide the highest quality, timely and cost-effective services including consulting services, zoning/ variance/ annexation applications, and comprehensive civil engineering services. Subsequently, Brent has established a successful track record of providing project solutions that meet clients’ needs and address the concerns of local residents and governments.

PATRICK BARBER,M.W.S.
Senior Biologist

Patrick has over 35 years of experience throughout the eastern United States and
specializes in environmental permitting, phase I environmental site assessments, wetland
systems, protected species, wetland and stream mitigation, and agency consultation.
He has prepared permitting and restoration
plans to re-create wetlands associated with the cleanup of superfund sites. Mr.
Barber has worked all over the Eastern U.S. on Biological Assessments for high voltage
transmission line and substations and pipeline projects. He has worked on permitting, restoration and relocation of wetland systems and streams for numerous developers in the southeastern United States. He also managed & worked on the design and permitting of over 20 mitigation banks located throughout the southeast. Mr.
Barber has also managed worked on numerous military projects requiring environmental studies, mitigation design, state and federal permits, and BMP design/ monitoring.
